The American Embargo Against Castro' s Cuba
The well-orchestrated lie promulgated by the
totalitarian tyranny of Fidel Castro and its international
drum-beaters when they state that the American embargo is to be blamed
for the misery suffered by the Cuban people with the lack of food and
medicines, has become a flagrant deception for Cubans who live in the
island and for the world. In the first place, we should start by
decrying a word that is usually used with emphasis,
"blockade". There is a huge difference between blockade and
embargo.
In the second place, although more important that
the first, is the fact that this is not a total embargo as many
interested in helping Castro say. The embargo excludes medicines and
staple foods that American companies can sell to Cuba after complying
with certain formalities here. Naturally, the Cuban government would
have to pay for the goods just as they pay, or should pay, the other
countries of the world where it trades. If Cuba experiences a lack of
medicines, of food, and of many products that are used normally, this
is not due to the American embargo. This happens because the Cuban
government, which is able to buy whatever it wants anywhere in the
world except in the United States, can not buy because of the
financial disaster determined by its system.
Even in the days when the totalitarian tyranny of
Castro received huge subsidies from the Soviet Union, there was misery
and scarcity of everything, except arbitrariness, in the isle of Cuba.
Of course, after the disappearance of the Soviet Union when the
enormous, tremendous, subsidies stopped, the crisis has become more
severe. But the blame should be placed where it belongs, on the very
nature of the Marxist-Leninist system, with a disastrous economy,
handled and imposed mercilessly by the communist system.
What the Castro tyranny basically wants is to have
access to the international financial institutions to receive aid and
make foreign debt commitments knowing that they will not make the
required payments. The fundamental production factors in Cuba, such as
sugar, have collapsed because of the communist system. Furthermore,
the psychological effect --and this is very important-- that the
lifting of the embargo would have would be extremely beneficial for
Castro, not only inside Cuba but also abroad. It would be interpreted
as a sign that Washington believes that the poverty was caused by the
embargo and not by communism.

Se ha convertido en
un engaño inmenso para los cubanos de la isla y para el mundo el
cuento bien orquestado por la tiranía totalitaria de Fidel Castro y
sus comparsas extranjeras, en el sentido de afirmar que el embargo
económico de los Estados Unidos de América es el responsable de la
miseria que padece el pueblo cubano, con escasez de alimentos y
medicinas. En primer término hay que comenzar por rechazar la palabra
que generalmente se usa con énfasis "bloqueo" . Hay una
gran diferencia entre bloqueo y embargo.
En segundo término,
más importante que el primero, está el hecho de que no se trata de
un embargo total como se afirma por parte de los interesados en ayudar
a Castro. Es un embargo que excluye las medicinas y los alimentos
básicos que pueden vender comerciantes estadounidenses cumpliendo
determinados requisitos. Por supuesto, tendría el gobierno cubano que
pagar por esa mercancía como le paga o debe pagarle al resto del
mundo donde hace transacciones comerciales. Si en Cuba hay escasez de
medicinas, de alimentos y de todo tipo de artículos de consumo
normal, no es por el embargo estadounidense, ni cosa por el estilo. Es
porque el gobierno de Cuba, pudiendo adquirir todo lo que quiera en
todos los países del orbe menos en los Estados Unidos de América, no
puede hacer esas comprar por el desastre económico que el sistema
determina.
Aun cuando existía
el gigantesco subsidio de la Unión Soviética a la tiranía
totalitaria de Castro había miseria y escasez de todo, menos de la
arbitrariedad, en la isla de Cuba. Por supuesto, al desintegrarse la
Unión Soviética y cesar el subsidio inmenso, descomunal, la crisis
ha aumentado. Pero la culpa la tiene la propia naturaleza del sistema
marxista-leninista, con una economía desastrosa, manejada e impuesta
a sangre y fuego por el sistema comunista.
La tiranía de Castro
básicamente lo que quiere es tener acceso al financiamiento
internacional para recibir ayuda y adquirir compromisos de deuda
externa a sabiendas de que no se harán los pagos correspondientes.
Los factores fundamentales de producción de Cuba, como el azúcar, se
han venido al suelo por la manera de ser del sistema comunista.
Además, el efecto psicológico --y esto es muy importante-- que
tendría el levantamiento del embargo sería sumamente beneficioso
para Castro, no solamente dentro de la isla de Cuba sino también en
el campo internacional. Se interpretaría como que el gobierno de
Washington cree que la pobreza la produjo el embargo y no el comunismo. |
